INS cracking down on change of address rules

For many years the immigration laws have required noncitizens to report a change of address within ten days.  Failure to supply a change of address may result in a fine, imprisonment, or deportation. However, this rule has never been enforced.

The INS has referred to this rule on many occasions in recent months, and appears intent on enforcing it, at least in some cases. It may be that the INS really wants to use this rule selectively against people it suspects of illegal activity.

Changes of address should be reported on form AR-11 to the address stated on the form. Here is a fillable AR-11 form. This form has several questions that could pose problems. Contact an immigration lawyer if you have questions.

The change of address rules apply to all noncitizens, including permanent residents.

Filing the AR-11 does not change your address on any immigration applications. You must also notify the CIS of your change of address by calling the customer service number at 1-800-375-5283. Similarly, calling customer service does not change your address for AR-11 purposes. You must do both.
